How the System Works

Lesson Plan

Objective

Students will distinguish between normal conflict and possible bullying by identifying clues such as repetition, harmful intent, and power imbalance.

Student-friendly target: I can look for clues to decide if a problem is conflict, possible bullying, or if I need more information.

Mini-Lesson

Compare an everyday disagreement with a repeated harmful situation. Teach students to look for patterns, power differences, and whether someone feels unsafe.

Guided Practice

Sort fictional scenarios into three categories: conflict, possible bullying, or need more information. Require students to explain the clue that supports each decision.

Independent Practice

Students complete the sample practice page and write a short evidence-based explanation using the sentence frame: “I think this is ___ because ___.”

Exit Ticket

Conflict vs. Bullying Decision Guide

A teacher-facing resource that turns the lesson concept into consistent language teachers can use during instruction, conferencing, or student support.

Normal Conflict

  • A disagreement or problem between peers
  • Power is generally similar
  • Both students may be upset
  • Often improves with communication and problem-solving

Possible Bullying

  • Harmful behavior forms a pattern
  • Behavior may be intentional or targeted
  • There is a meaningful power imbalance
  • The student may feel unsafe, isolated, or unable to make it stop
“What happened more than once?”
“What makes the situation difficult for one person to stop?”
“What information do we still need?”
“Who is a trusted adult who can help?”

Safety First

Conflict-resolution strategies are appropriate for safe peer conflicts. Students should not be expected to negotiate repeated bullying, threats, harassment, retaliation, or situations in which they feel unsafe.

Teacher language:
“If you feel unsafe or something keeps happening after you tried to make it stop, getting a trusted adult is the responsible next step.”
